Hon. Terrance Carroll, former State Speaker of the House, CO

Terrance D. Carroll was the 54th Speaker of the Colorado House of Representatives. He is the first African-American to have served as Speaker of the Colorado House. Speaker Carroll is an attorney with Greenberg Traurig, LLP and an adjunct professor at the University of Denver Sturm College of Law.

Speaker Carroll represented House District 7 in northeast Denver from 2003 until being term-limited in 2011. Prior to becoming Speaker of the House, he served as Assistant Majority Leader, and served for 4 years as Chair of the House Judiciary Committee.

Speaker Carroll draws on his political intelligence and experience to provide strategic counsel to companies on regulatory and governmental initiatives that impact business decisions. In particular, he helps his clients develop and implement strategies in connection with economic development and tax incentives, public-private partnerships, infrastructure, private equity, mergers and acquisitions, public appropriations and finance, government oversight, crisis management, and business regulation. He also represents clients in the array of issues related to election and campaign finance laws.

In 2012, Speaker Carroll was named a Colorado Super Lawyers “Rising Star” and each year since 2010 he has been listed in the Chambers USA Guide. In 2011, he was named a Law Star by the University of Denver Sturm College of Law. In 2010, Speaker Carroll was named by 5280 Magazine as one of the 50 Most Influential People in Denver (ranked #16). In 2009, the Denver Business Journal awarded him the Power Book Industry Leader Award in Law. In 2006, he was named a Marshall Memorial Fellow by the German Marshall Fund, a public policy institute dedicated to promoting greater understanding between the US and Europe.

Speaker Carroll is the Chair of the Board of A Plus Denver, a civic leadership organization that advocates for improved educational outcomes and opportunity for students in the Denver Public Schools. He also serves on the boards of the Children’s Hospital Colorado, the Metropolitan State University of Denver, National Western Stock Show, and Denver Area Council of the Boy Scouts of America.

A graduate of the University of Denver College of Law, Speaker Carroll graduated with honors from Morehouse College in Atlanta, Georgia with a degree in political science. He also holds a Master of Divinity degree from the Iliff School of Theology in Denver and is a graduate of the Summer Leadership Institute at Harvard University Divinity School’s Center for the Study of Values in Public Life.
